Upgrade WM to spack-stack 2.1.0

Description

The UFS WM needs to upgrade to spack-stack v2.1.0. This issue will track required changes for UFSATM that are coming in from EPIC. Developers may introduce related PRs to ensure that particular tests will run with the new stack.

Solution

Introduce code changes that allow the WM to run w/spack-stack v2.1.0.

   a. Changes will be tested on Ursa, Orion, Hercules, Gaea C6, Derecho, and Acorn
2. Have you run regression test in ufs-weather-model or ufs-s2s-model with code changes?
   • Will the baseline results change? Yes.
   • If yes, please give brief explanation of your code updates on the regression test.
     TBD. Compiler changes almost always result in baseline changes.
