Referring to files near the XML has become the standard way to refer to refinediag and analysis scripts, which is far less error-prone than any other solution.

Not sure yet. If we can install the extra files during "cylc install", that would be best.
Describe alternatives you've considered
Maybe we could refer to them as a gitpath, and force users to check in their scripts to git
