Would it be beneficial to just have a "local" (keeping with the local example) global.cylc in fre-workflows?

That file could have necessary changes and we could just set the variable CYLC_CONF_PATH before the run to point to the local global.cylc (https://cylc.github.io/cylc-doc/stable/html/reference/config/global.html#envvar-CYLC_CONF_PATH) - this overrides the default global.cylc config hierarchy.
