Add ability to specify fre-cli fork in test_cloud_runner manual trigger

With the push for more defined roles for who can push/edit code directly, forks are used more often. The capability to choose the fre-workflow fork to test was already added, but we need to add in testing a fre-cli fork as well.

The test_cloud_runner manual pipeline has saved me (all of us, no doubt) many many times. Thanks to you and @Ciheim for the care and feeding of this essential test pipeline, and totally agree with this.
