Description
Bring over the 3D Modon test case from Fortran test_cases.F90 (test case 45) to Pace.
Plan
Following the existing Baroclinic analytic test case as an example, add initialization code along with
at least some unit testing. A ground truth example already exists on the Fortran side from @JosephMouallem, so that can also be used as a comparison. Modifications will be made to both Pace and PyFV3.
