Apply code formatting and perform linting

I am proposing we adopt the Black code formatter and Pylint for testing. We can also call the LGTM code analyzer through GitHub actions.

Black code formatter is now adopting after #18. Any steps required to adopt Pylint?

I can work on creating a .pylintrc file and doing the initial scan.
