Time series of diag data for individual sites

Problem

In addition to providing aggregate time series diagnostics across all observations (#44), we need to be able to display disaggregated time series for individual observation sites.

Solution

Use the map of observations to select an individual observation site and display the historical data for that site.

No Gos

Conceivably we might want to allow selection of multiple sites and compare their historical trends, but for now we will focus on only single site selection.
