[5pt] Updates for hash_compare

Two new features have value to be added to hash_compare:

1. adding a logging system. For now see the hash_compare in the WIP linting branch for code examples. (might have been moved to dev by the time this task is worked on.

2. some extensions will never hash compare such as .hdf files. Sometimes other files like .gpkg's might not if they were made on different dates. Add a new input param for extensions to skip ie) -skip_ent 'hdf gkpg'
