[5pt] Add multi-threading to get_models_by_catalog.py

using ras_unit_to_s3.py as an example, add multi-threading (not multi-proc) to get_models_by_catalog.py. It should cut the download time by a factor of appx 20. Pattern tested in ras_unit_to_s3.py
