[21pt] put ras2fim AWS enviro into Terraform

HydroVIS and FIM both have almost all of the code they need to regenerate an AWS enviro in "Terraform" code and added to its own dedicated repo (private) for that purpose.

Terraform can be run to re-create an ras2fim AWS enviro, it's EC2, S3's, etc, or any part of the AWS system for ras2fim.

Make sure it can be setup publicly eventually, so isolate "sensitive" info and have it saved / managed / backed up somewhere else
