[5pt] Add dup check for S3 search tool for FinalNameKey minus timestamp

Add test and column for duplicate FinalNameKey not counting the embedded timestamp. Generally, the latest records should say "ready" status if it is no longer work in progress but not reliable to test against status, just providing the reason for the tool.
