[13pt] Missing SRC for Alum Creek

For some reason, SRC was not created for Alum Creek in 12090301 HUC. Needs to be investigated.

After some research, it was found that the original BLE model for this river has 2 problems:

1. Flow assigned to a XS (#1032) that has not been defined in the geometry file.
2. An obstruction has been built in XS #108896 which causes am error in hec-ras run.

This issue cab be fixed, but it needs at least 2 weeks which I do not think we have with the current time line.
