[5pt] Update HECRAS up to v 6.5

HECRAS has been upgraded to v6.5.  We need to test it to make sure it still works, then change the default pathing to new version. We should also see if they have any new args for being silent or not showing the  UI or ensure it can return errors when fail. Things we don't currrently have in v6.

We will also need to update our .md's.
