[21pt] Create HUC level model tracking csv including errors

We need two things but they can be accomplished with at one time.

The goal: Create a csv in each output ras2fim huc folder (aka.. outputs_ras2fim/{HUC_unit_CRS}, which includes a row for each model that was included at the start of processing for ras2fim.py, status and error messages.

Proposed columns:

folder name (ie.. model name?) (should be the same thing)
success (t/f): processed successfully
Error msg: if any
Currently, we can not overwrite a a HUC folder, but if we do... I assume we be processing all models again, so previous models will be removed and this csv will be removed/restarted.

Now that we are copying the huc filtered models catalog as a copy into the outputs for the HUC, we can add columns to record processing errors. As part of loading ras models via the load models by huc issue 39, it will already have columns for download success / fail / fail reason. So these new columns can be processing errors.
