[21pt] Test with DEMs and code for 3m resolution

Eval changing from 10m to 3m

This task includes a few related things:

- Document for users and staff how to get their own DEM's from USGS or other
- get a 3m DEM and ensure the code and outputs come in 3m
- Carefully compare outputs to a 10m and see impacts
- Carefully document all processing steps at 10m versus 3m to see it impact on processing and computational.
