[13pt] Add lake masking to ras2fim.py

Mask out add it to ras2fim.py.

Likely best at ras2fim.py step 1 at the start of model processing.

There is an input data source that FIM uses that can be copied over and added to X-National_Datasets folder. FIM also has example code to show how it is used to make lakes. Hopefully it can be dropped in quickly to ras2fim code.

Co-ordinate with Rob H about adding the new input data to the ras2fim S3 inputs (and ESIP).

Might be tricky to find a model that can be used as a test case to validate the changes, but Jim might know of one.

I know this is still a topic of discussion, but I think the easiest thing for us to do (and the most consistent with FIM) is for us to make sure the LakeID value gets copied over from the associated NWM stream lines. That's all we need to do. HydroVis already has code that will mask out lakes, and that way we don't let the NWM hydrofabric affect the RAS processing.
