Add Weather Actuators

For better integration with large systems we may want to expose weather data actuators as defined in the application guide https://bigladdersoftware.com/epx/docs/23-2/ems-application-guide/general.html#weather-data

This would allow us to synchronize weather sources and forecasting across different components.

There may be some checks to think about (if that is even possible), some that come to mind are:

• Getting the units rights (temperature in Celsius, solar in W/m, etc.)
• Dew point should always be less than or equal to the dry bulb
• When the dew point and dry bulb are equal, relative humidity should be 100%
• Relative humidity should be between 0 and 100
• Wind direction should be 0 to 360
