release DView for Linux

The releases does not have a Linux version despite the "cross-platform" language in the repo. Would be nice for OpenStudio Ubuntu users.

Having updated build instructions would be a great help too.

A workaround is running DView for Windows under Wine.

There's now some build artifacts in the Github Actions tab https://github.com/NREL/wex/actions/runs/1211153074 you'll find a debug version of DView in the downloads.
Artifacts for release builds and for more platforms should come with time.
