Use scientific-python/cookie as a template for this project

DAMA is using the https://github.com/NSLS-II/scientific-python-cookiecutter project to generate all infrastructure files for various projects, that take care of different aspects of the package (docs, CI, etc.) Need to add missing files here, following the detailed instruction in https://nsls-ii.github.io/scientific-python-cookiecutter.

The cookiecutter generates a namespace with a src/package structure, which contrasts to the lixtools existing flat namespace. Am I correct in assuming we don't want to refactor the repo, but rather just make sure that the required pieces are present?
