XCA to have a changable mode for ask via kafka installer

Have a single XCA agent that is running (i.e. only one set of loaded weights), but change the behavior of ask through settable parameters.

• Target region around specific phase, or phase boundary.
• Use Scientific value agent with latent space distance
• Use clustering on regions of latent space, to find important centroids.
• Change behavior to ask for monarch and ask for subject? (This may be better accomplished in another fashion).
