Generalize PGT retrieval #11
Description
Castanet currently assumes that PGTs will be retrieved by an HTTPS request on some URL.
This is a RubyCAS-Client artifact. They've burned away that wart and so should we.
This would be a really nice way to solve NUARIG/aker#27.
