replace tagged people with their slack id's

if you reference a person with `w[person]` in a `[help]` plan, cap notes will replace the line with `With person: ....` in the message sent after. Might be useful to replace that with a slack id so that when it's sent it's replaced with an `@person` that the user can click on to message, if needed.
