[BUG]: `flag needs an argument: --password` when running on NGC

Clicked on Deploy on Cloud button at https://build.nvidia.com/nvidia/llm-router
Got the Jupyter notebook started and software packages installed
Authenticating with NGC is giving the following error:

The command should be updated to expect NGC_API_KEY as an input parameter.

Also, Docker had to be installed explicitly in a terminal. It would provide a better DevEx by offering a simple cell that handles this for the developer.
