Request for arch64_cuda13.0 sm110 Support

Hi team,

I noticed that a previous version of this repository included support for libspconv with arch64_cuda13.0 (sm110), but this was removed in subsequent commits. I want to deploy bevfusion model on the Thor platform (arm64 + CUDA 13.0, sm110). Just wonder why remove libspconv.so for aarch64 sm110? And is there any plan to add it back in the future?

Additionally, may I ask if libspconv with arch64_cuda13.0 (sm110) was working properly in commit d692b74? Any known issues or limitations?
