Remove storing workflow spec in the DB

What new feature or improvement would you like to see?

1. Avoid storage large blob in DB (specifically workflow spec)
2. Find alternatives (e.g. object storage)
3. See how we can extend this fix to Queues

Why is this needed?

Prevent DOS and unnecessary DB growth due to workflow spec (these are static and immutable once created)
