[BUG]: Site Agent Deployment in Helm Chart should be StatefulSet

Describe the bug.

Site Agent is deployed as StatefulSet is because one of the pod needs to be the leader (Pod 0) and execute Site Registration. If other pods also attempt Site Registration, they will fail.
