Update gov ready page

• update this section to be more generitc:https://docs.nvidia.com/datacenter/cloud-native/gpu-operator/latest/install-gpu-operator-gov-ready.html#validated-kubernetes-distributions, remove k8s specific versions.
• there is a specific stig-fips driver contain, and folks should use that. Existing version of gpu operator, but you need to use the stig/fips driver container.
