[CI] Improve optional python modules' dependencies negative test on CI

Follow up to #224

In the current setup, the negative test of optional decoders will be skipped on some versions of Python. In the future, this negative test for missing dependencies should happen for all python versions on CI.

Similarly, should add negative tests for optional solver modules (and other plugins) as well
