Add utc_timestamps option to the chunked Parquet writer - #24974
With the default engine="cudf" and int96_timestamps=False, DataFrame.to_parquet writes timestamp columns with isAdjustedToUTC=false by passing .utc_timestamps(False). The chunked cudf.io.parquet.ParquetWriter cannot do this and always writes isAdjustedToUTC=true. So the same timezone-naive column gets a different Parquet logical type depending on which cuDF writer API is used:
This matters when the output has to be written in chunks because the full table does not fit in GPU memory, but downstream readers need timezone-naive (wall-clock) timestamps.
libcudf's chunked builder already supports the option through parquet_writer_options_builder_base. This PR exposes it through pylibcudf and cuDF:
cudf: add utc_timestamps: bool = True to ParquetWriter. Passing False makes the UTC annotation match to_parquet. The option changes the timestamp annotation without changing the stored values. With store_schema=True, it also sets the timezone in the stored Arrow schema ("UTC" or none). As in libcudf, it also applies to duration columns written as Parquet TIME.
utc_timestamps=True preserves the existing chunked-writer default. Changing the default to False would change the timestamp semantics of files that existing callers write.
Tests: both new tests write two chunks of nullable timestamp[us] and check isAdjustedToUTC in the written file's logical type. The pylibcudf test covers True and False. The cudf test covers the default and False, and also checks the round-tripped values.
Behavioral change: expose the libcudf `utc_timestamps` builder option on
the chunked Parquet writer options builder, matching the existing
`ParquetWriterOptionsBuilder.utc_timestamps`.
Behavioral change: allow chunked writes to emit timestamp columns with
isAdjustedToUTC=false, as DataFrame.to_parquet does. The default (True)
keeps the current output unchanged.

New Features
Added a utc_timestamps option to Parquet writing, enabled by default. It controls whether timestamps are marked as adjusted to UTC in Parquet metadata and, when an Arrow schema is stored, whether timestamps include a UTC timezone annotation. Timestamp values are not changed. Duration values written as unannotated INT64 are unaffected.
The chunked Parquet writer now accepts a UTC timestamp setting. ParquetWriter exposes the setting, defaults it to True, and passes it to the chunked writer options. Tests check timestamp and duration annotations and verify chunk round-trips.

Chunked writer UTC option python/pylibcudf/pylibcudf/io/parquet.pxd, python/pylibcudf/pylibcudf/io/parquet.pyi, python/pylibcudf/pylibcudf/io/parquet.pyx, python/pylibcudf/tests/io/test_parquet.py
The chunked writer options builder adds a chainable utc_timestamps method that forwards the setting. A test checks the output timestamp annotation for both boolean values.
ParquetWriter UTC option python/cudf/cudf/io/parquet.py, python/cudf/cudf/tests/input_output/test_parquet.py
ParquetWriter documents and accepts utc_timestamps, stores it, and passes it to the chunked writer options. A test checks timestamp and duration annotations and verifies that the written chunks read back in concatenated order.
The UTC timestamp option is consistently propagated with existing behavior preserved by default; no merge-blocking risk is identified.

The option also controls the separate Parquet TIME schema branch, but this test exercises only TIMESTAMP. Add a mixed timestamp/duration case for both flag values and check the store_schema=True duration behavior. (raw.githubusercontent.com)
As per coding guidelines, test coverage should include “mixed types.”

Docs-only change: state in the pylibcudf docstring that only the annotation changes, and note in ParquetWriter that durations are unaffected with store_schema=True.
The test checks the Parquet logical type but not the stored Arrow schema. A wrong Arrow timezone could pass these assertions and affect Arrow readers. When store_schema is true, decode the stored schema and assert that ts has timezone "UTC" or None, according to expected. (raw.githubusercontent.com)

When store_schema is true, extend the test around ts_type and expected to decode
the stored Arrow schema and assert that the ts field’s timezone is "UTC" when
expected is true and None otherwise; preserve the existing Parquet logical-type
assertion.
ParquetWriter docstring: durations other than days are unannotated INT64 with store_schema=True (b9d43cb).
pylibcudf docstring: the option only changes metadata, not values, and also covers TIME durations and the stored arrow schema timezone (b9d43cb, 57ba571).
Test: now covers timestamp and duration columns with store_schema False/True, and checks the stored arrow schema timezone (00a818a, ca7045f).
Docstring coverage warning: not changed. The new utc_timestamps parameter is documented in the ParquetWriter class docstring, like the other constructor parameters.

Looks good overall. I'd appreciate a second opinion from someone like @mroeschke on how to handle the inconsistency between ParquetWriter and DataFrame.to_parquet.
