[Feature]: Support optional subsystem ID matching in device filters

Some GPUs share the same PCI vendor/device ID but differ by subsystem ID. In those cases, MIG config device-filter matching can select the wrong config block or force maintainers to remove device-filter entirely. This change allows config authors to disambiguate those devices without breaking existing configs.
