Add support for Solid State Lidar

Problem Statement

Would be nice to have a data format for SSL. In the documentation, I only see support for the spinning representation.

Having a solid-state Lidar representable.

Issue with solid state is that we'd have to define a sensor model for it first - do you have specific sensors in mind?

[ideally we'd have corresponding data to validate the sensor model]
