[FEA] Use pre-commit.ci to replace clang format check pre-commit/action

pre-commit/action is out of maintenance, and will fail https://github.blog/changelog/2025-09-19-deprecation-of-node-20-on-github-actions-runners/ soon.

lets try remove the https://github.com/NVIDIA/spark-rapids-jni/blob/main/.github/workflows/clang-format.yml and use https://pre-commit.ci/ by simply adding .pre-commit-config.yaml instead
