[REQ] Support masks in tiles

Description

For tiles that do not align with global memory, we want to be able to create and pass a mask to wp.tile_load() and other ops. Currently Warp allocates trailing zeros to non-aligned memory, but this may not always be desirable. Masking would exclude this memory from tile operations.

A possible solution is to implement a the mask argument for tile_load(..., mask=True), so the method returns a mask (same shape and dtype as the Tile) containing the effective occupied data.
