sLSTM binary distribution tracker

Following the merge of #118, I am creating this issue to track progress on sLSTM binary distribution.

TODO (incomplete):

• Investigate huggingface kernels route (suggested by @martinloretzzz)
• Set up basic unit tests and CI workflow.
• Set up CI workflow for building binary wheels.
• Set up CI workflow to publish to PyPI automatically.
• Resolve Python x CUDA x PyTorch compatibility matrix (with HF kernels perhaps?)
• TBD
