Add cross hatch symbology for Capital Projects

Acceptance Criteria

• Update the styling for mapped capital projects to include a cross hatch pattern per designs. Styling for point projects is unchanged
• Update Capital Project legend icon next to layer toggle in map layers panel
• All changes should be behind facDbPhase1 feature flag.

Notes

• Reach out to @Ntoal if you need any assets exported from Figma
• Adding cross hatch pattern in Deck will likely be done with FillStyleExtension

@dhochbaum-dcp This is a good one for you to get started on. That feature flag environment variable doesn't exist yet so you can set it up as part of this ticket. Let me know if you need help with setting that up or how to best use it.
