Add abbrevations to borough source

Acceptance criteria

• Depends on Change source of borough build #118
• Coordinate with DE & GIS to add borough abbrevations to dcp borough boundary source file
• Remove code that manually adds [missing field] (added as part of Change source of borough build #118)
