Use jinja, yml/json/csv definition to generate chapter tables

Two main needs in terms of declaring inputs

• one main table to list datasets and their metadata. If we could use the seed file from the main DE repo, that would be great
• one other file to declare relationships -> chapter to datasets and any relevant metadata of this connection
