ZMI – Display Latest Amendment Date on Map #1291

Summary
Show the most recent zoning amendment effective date directly on the Zoning Map Index under each section number so users can easily confirm they’re viewing the latest version.
Background
Requested and approved by Andrew English and Steven. The effective date helps planners verify amendment recency and supports workflow accuracy.
Requirements
- Display the latest amendment date below each ZMI section number on the map.
- Format must match date style currently used in Info Panel.
- Must auto-update when new amendment data is published.
