Change FRESH Symbology so Different Incentives are More Distinguishable #573
Description
The colors distinguishing FRESH Zoning Incentives from Zoning, Discretionary Tax Incentives and Both are too subtle. Symbology should be changed so it is easier to see the difference between the three values.
Also, consider adding which type of FRESH incentive applies to a lot in text in the Right Pane, if applicable
