Transmission losses not included

We have not created medium and low voltage mixes for the state so transmission losses for these state mixes are not yet modeled in LiAISON - ReEDS. The transmission losses of US grid mixes are included.

One question might be - do the states need transmission losses since they are smaller in size? The transmission is probably not going to be as large.
