Update nrel.gov to nrl.gov

I see a lot of references in this API to PvWatts and other reopt services that are still using nrel.gov instead of the updated url. When will this be fixed?

All of the URLs using nrel.gov currently still work. However, we are working to update these to the new nlr domain and these will all be updated before the nrel.gov domain is retired (end of May)!
