After rc2's error handling in openstudio is fixed, update the openstudio-extension-gem

Since the os raise exception to stop the working bundle exec rake. CI pipeline cannot be finished:

Logic is:

Update openstudio extension gem with newer version number.
Update the openstudio-gem to consume the new version os-extension-gem.
Rebuild os with new os-gem
