Fix `Exception: Must specify output_dir if downloading TMY data`

This error gets raised when running GTFSEnergyPredictor without specifying an output_dir, but including thermal impacts so that TMY files need to be downloaded. We should have a default cache path set up so the full pipeline can be run without output_dir.
