Description of the problem

There is a tab structure in vocabulary pages. If a tab is empty or downloading content, it would be useful to get some feedback on it at least with a screen reader. Now the screen reader doesn't get any feedback that there is no content on the tab, but the screen reader focus just goes directly to the main content. Sighted users can see that the tab is empty, but the information is not clear with the screen reader.
Fix: The best thing to do would be to add either text that is visible to everyone or at least an invisible text found by screen readers, e.g. "no concepts were found with this criterion"

How to test: Turn on NVDA screen reader. Navigate to the tab, which is empy, eg. Kanto (https://test.dev.finto.fi/finaf/en/)  Groups. Press down arrow key:

Expected result: screen reader focus moves to tab panel and screen reader reads . "no concepts were found with this criterion"
