enhance issue response script

• Handle if someone commented on their own issue (this should not count as a response)
• Handle if the issue was closed without comment (should this count as a resolved issue or be excluded?)
• Handle if no comment, but a PR is linked to issue with "fix" indicated (this should count as a response)
• Handle PRs (they are now skipped)

I think we probably want to deal with PRs via a separate set of analytics
