[Feature]: Create a type for DecompositionSeries

What would you like to see added to PyNWB?

This is needed to support extendable VectorData for this data type. Currently the schema is expanding base DynamicTable and VectorData without creating a new type. We don't like this will push for documenting users to not do this in extensions.

This issue should be closed by #2063, which created the FrequenceBandsTable type.
