Investigate LOOT v0.28.0

LOOT has recently updated to v0.28.0 and we need to spike the impact this has on Vortex

This is just a triage of the necessary work to support it

We can't update while Microsoft's WD definitions are actively blocking the library with Trojan:Script/Wacatac.C!ml

This is definitely a false positive, but better safe than sorry.

I've submitted the library to Microsoft - hopefully they'll clear it quickly.
