Creation Kit Platform Extended for Starfield does not install properly.

Vortex does not install this mod properly: https://www.nexusmods.com/starfield/mods/11802?tab=files

It thinks it's an ASI loader and strips out some of the files required for it to work.

We should fix this. ASIs (and their loaders) are still relevant for GamePass users so we can't drop support for them.

I have some additional research/suggestions:

1. SFAE has an ASI enabler built in (works well for the few I run) - this ends up putting out vcruntime..dll and works beautifully>
2. It was mentioned to "deploy as-is" however, I do not see a mechanism to do that on the Starfield mod page.
3. Move away from overwriting the bink file, as it can (will) cause a full game CTD
