Stop using v1 media endpoint (Mastodon)

1. v1 endpoint is deprecated
2. When using v1 endpoint, media conversion process runs in the web process and can increase the load on the server.
3. By above reason, some server started to block gif, mp4 upload while using v1 endpoint.
