Add max print depth setting for use by `nix eval`, `nix-instantiate`, `nix repl`, `builtins.trace`

#8566 adds a max print depth, but it's not accessible to users.

Expose it in the CLI, by means of an evaluation setting.
Pick a good name for the option. Something consistent with other options.
